Aaron Davis serves as Deputy Executive Director of BuildStrong America, helping advance meaningful and effective change in Washington, DC and across the U.S. to bolster national, community, and individual resilience to disasters; mitigate the impacts of known hazards; elevate the importance of insurability; and ensure state, local, tribal, and territorial governments have the capacity, capability, and resources to effectively manage emergencies with the support of the federal government.
Prior to BuildStrong America, Davis served as Vice President, Federal Relations at the International Code Council (ICC), coordinating ICC’s engagement and advocacy on federal policy and legislative efforts tied to disaster mitigation and resilience, building safety, and energy efficiency. In that role, he successfully advocated for the establishment of dedicated funding for building code-related activities as part of the popular Building Resilient Infrastructure and Communities (BRIC) pre-disaster grant mitigation program administered by the Federal Emergency Management Agency (FEMA).
Davis also has served as Majority Staff Director for the U.S. House Committee on Transportation and Infrastructure’s (T&I) Subcommittee on Economic Development, Public Buildings, and Emergency Management. Under his direction, the Subcommittee focused on establishing a resilience revolving loan program for states, tribes, and territories; oversight of FEMA’s role in COVID response and relief, as well as appropriating $50 billion dollars to the Disaster Relief Fund in the American Rescue Plan and legislatively mandating funeral assistance for victims of the pandemic; the Agency’s implementation of the Disaster Recovery Reform Act; and the drafting and House passage of the Resilient AMERICA Act.
Established by the United States Congress, NIBS’ mission is to serve the public interest by advancing building science and technology to improve the built environment.
