Aaron Levy is Vice President of Federal Relations at the International Code Council (ICC), where he leads the organization’s advocacy efforts with Congress and the Executive Branch. ICC is the leading global source of model codes and standards, as well as building safety solutions that encompass product evaluation, accreditation, technology, training, and certification.
Before joining ICC, Aaron served as Division Chief for Outreach and External Affairs at the National Institute of Standards and Technology’s Manufacturing Extension Partnership (MEP), where he developed and implemented the MEP’s first integrated strategic communications campaign to bolster domestic manufacturing.
Aaron spent most of his career in senior-level positions at the Federal Emergency Management Agency (FEMA). He served as the Director of FEMA’s Individual and Community Preparedness Division (ICPD), where he oversaw the Agency’s efforts to help people prepare for disasters. Aaron led programs that partnered at all levels of government, the private sector, and community organizations to increase citizen and community preparedness and encourage the development of disaster resilience across the Nation.
While at FEMA, Aaron also served as the Executive Officer (XO) of FEMA’s National Preparedness Directorate (NPD). As XO, Aaron was the de facto chief operating officer of a business line comprising 400 full-time employees across three geographical locations, with an annual budget of $400 million. From January to April 2020, Aaron served on temporary assignment as Senior Advisor to the Acting FEMA Administrator. During his nearly 15 years at FEMA, Aaron deployed in operational roles to numerous federally declared disasters, including the Champlain Towers (Surfside) Building Collapse and Hurricanes Sandy, Maria, and Irma.
Before entering federal service, Aaron held roles in the U.S. House of Representatives and with the Association of Metropolitan Water Agencies, where he focused on critical infrastructure security and cybersecurity.
Aaron graduated from Richmond, The American International University in London with a Bachelor of Arts in International Relations. Subsequently, he received his Master of Arts in Global Security Studies from Johns Hopkins University. Aaron also completed the Executive Leaders Program at the Naval Postgraduate School’s Center for Homeland Defense and Security.
