Dr. Ming Liu is a Civil/Structural Research Engineer at the Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC) in Port Hueneme, California. He specializes in structural analysis and safety evaluation beyond current design code requirements, including risk-based decision-making for coastal facilities, tsunami design loads, and nuclear safety-related structures under seismic loads. Prior to NAVFAC EXWC, Dr. Liu worked for the U.S. Bureau of Reclamation for structural analysis and risk assessment of concrete dams subjected to strong earthquakes, along with various consultant experiences in the U.S. since 1996.
Dr. Liu is chair of American Concrete Institute (ACI) Committee 348, Structural Reliability and Safety. and is also a voting member of ACI 444 “Structural Health Monitoring and Instrumentation”, and ACI 562 “Evaluation, Repair, and Rehabilitation of Concrete Buildings”. He is an ASCE fellow and has published many research papers, including ASCE books of “Risk-Based Structural Evaluation Methods” (2020) and “Life-Cycle Risk-Based Decision-Making in a Changing Climate” (2024).
