Nick Shufro
Nick Shufro served in the Senior Executive Service from 2016 to 2025. Most recently, Nick served as the Deputy Assistant Administrator of the Risk Analysis, Planning & Information Directorate (RAPID) in Resilience under the Federal Emergency Management Agency (FEMA). RAPID’s mission is to provide the nation with the knowledge required to build resilience and reduce disaster suffering for all.
RAPID’s priorities included producing flood hazard and risk data, assessing and translating risk information into action, communicating risk, promoting, and sustaining a ready and prepared nation, and providing incentives to drive mitigation action for multiple perils. This was done via RAPID’s broad program portfolio, including: leading the flood risk RiskMAP program; supporting stronger building codes through the Building Science Division; planning for a stronger future with the Community Planning Division; assessing Individual and Community Preparedness; implementing the National Earthquake Hazards and Windstorm Impact Reduction programs; and leveraging various RAPID risk assessment science communication tools such the National Household Survey on Disaster Preparedness, the National Risk Index, the Natural Hazards Risk Assessment Program’s HAZUS, Climate Risk and Resilience Portal and the Resilience Analysis and Planning Tool to increase state, local, territorial, and tribal disaster resilience capacity. He co-led the Extreme Heat Interagency Working Group and the National Integrated Heat Health Information System and was FEMA’s internal and external lead on extreme heat.
Before the Federal Emergency Management Agency, Mr. Shufro worked as a Sustainability consultant and carbon accountant at PwC (13 years), an environmental leader at the US-Asia Environmental Partnership (2 years), Manager of Environment, Health & Safety at the United Technologies Corporation (6 years), and an investment banker at Merrill Lynch Capital Markets (2 years).
Mr. Shufro is a graduate of The University of Michigan (Honors History), New York University’s Stern School of Business Administration/L’Ecole des Hautes Etudes Commerciales (Master of Business Administration in Finance & International Business) and the Yale School of Forestry and Environmental Studies (Master of Environmental Management in Industrial Environmental Management).
Mr. Shufro lives with his wife Jennifer in Avon, CT and Sarasota, FL. They have two children, Zachary an attorney in New York, NY, and Julia a conflict resolution consultant in Washington, DC. Mr. Shufro enjoyed running (70 marathons) and now swims, cycles, and Pelotons. He recently completed his fourth Pan-Massachusetts Challenge, cycling 275 miles over three days, and joining 6,000 other riders across Massachusetts to raise money for cancer research.
